Windows has two built-in methods and one online method:
Method 1 — Microsoft Print to PDF (built-in):
- Open the screenshot in the Photos app or Paint
- Press Ctrl + P to open the Print dialog
- Select "Microsoft Print to PDF" as the printer
- Click Print and choose a save location
Method 2 — Online (no software, merge multiple):

Convert Screenshots to PDF on Mac
Mac's built-in Preview app makes this effortless:
